What is Europe? Where does it start, where does it end, who is included who will be excluded? The European Union influences the life of nearly every person living on the European continent; but does it really reflect European culture and identity or is it an exclusive economic institution?

It is questionable, if there is an actual answer, if it is possible to define the cultural, the political and the geographical borders. The complexity of this question, however, has inspired Linz, the European Capital of Culture in 2009, to organize a Symposium trying to tackle this issue. Parallel to the symposium Linz will host the forum09 that will be dealing with the same matter. Delegates coming from Turkey, Norway and Switzerland will represent different perceptions and ideas from outside the EU whereas a critical insight on the other hand will be offered by delegates from Austria and the Czech Republic. In addition, all members of the forum will be able to experience the Capital of Culture by attending various cultural events.
